PTSD Service Dogs Not Allowed in Florida

DISABLED VETERANS, NEEDING P.T.S.D. SERVICE DOGS, ARE NOT ALLOWED IN FLORIDA


DISABLED VETERANS WITH P.T.S.D. SERVICE DOGS ARE NOT ALLOWED ON FLORIDA BEACHES & PARKS

At Picnic Island Public Park in Tampa a Disabled Iraq Veteran, Cesar Silva, was banned, and kicked out of the park, for having a P.T.S.D. Service Dog.

For two (2) years he litigated as the City of Tampa refused to abide by the Americans with Disabilities Act, and fought him in Court, while he was banned him from going to the Park with his Service Dog. [Click here to see the You Tube Video posted by ABC Action News, WFTS-TV in Tampa.]

As soon as Billy Kidwell found that he could deal with the stress of crowds at Public Parks, and Beaches, with his P.T.S.D. Service Dogs, he went to the Port Charlotte Beach and found signs everywhere stating that Dogs are not allowed on the beach.

Billy Kidwell sat on the beach, with his Service Dogs, and a short time later a Charlotte County Sheriff ran up to him, extremely hostile, shouting that Dogs are not allowed on the beach, and Kidwell could be arrested.

Billy Kidwell explained that he is severely Disabled, from his Military Service in Vietnam, and needs his P.T.S.D. Service Dogs to be able to sit on the beach, because they calm him when he has P.T.S.D. Anxiety Attacks.

The Charlotte County Sheriff stated that Charlotte County does not go by any Americans with Disabilities Act, that they go by County Ordinance, and that, as the signs say, Charlotte County Ordinance No. 98-70 PROHIBITS all Dogs from the beach, including ADA Service Dogs.

The Sheriff then told Kidwell that if he didn't immediately leave the beach, with his P.T.S.D. Service Dogs, he would be arrested.


THERE WERE DIFFERENT SIGNS ALLOWING "SOME" SERVICE DOGS AT THE PORT CHARLOTTE BEACH SWIMING POOL

Billy Kidwell went to the Port Charlotte Beach the next day, with his P.T.S.D. Service Dogs in his car, and drove around looking at the many posted signs.

There were Different Signs posted at the Beach Swiming Pool, and at the Beach Clubhouse, allowing Leashed Service Dogs, but every part of the beach, on both sides of the Swiming Pool, and Club House, has signs that PROHIBITS Service Dogs.

The Americans with Disability Act provides the disabled are entitled to use Unleashed Service Dogs when, in cases like Billy Kidwell, the disabled person is unable to use Leashed Service Dogs because of another Disability.

Billy Kidwell's Small Japense Chins are so highly trained that they stay right next to him, better, more calm, quiet, and obedient, than most other Service Dogs on leashes.

Finding that he is banned, and Prohibited, from using Public Beaches, and Parks, in Florida because of his disabilities defending this country, and his Medical Need for P.T.S.D. Service Dogs, Billy Kidwell went to the County Commissioners Office in inquire about Charlotte County Ordinance 98-70.

The Charlotte County Office of County Commissioners, and the County Attorney's Office, told Kidwell that Service Dogs have always been banned from the beach, and all of Charlotte County's Parks, but that they are allowed in the Beach Pool Area on a leash, and Port Charlotte has a Dog Park to make up for Service Dogs not being allowed on the Beach, or in Public Parks.

That Charlotte County does not go by the Americans with Disabilities Act, as to Service Dogs, and that Florida Law, F.S. 413.08(4) is not enforced in Charlotte County.


NOBODY PROTECTS THE DISABILITY RIGHTS OF FLORIDA'S DISABLED VETERANS

Veterans Groups Don't Help Protect the Disability Rights of Disabled Combat Veterans

Billy Kidwell wrote all the Veterans Groups, the American Legion, DAV, VFW, Vietnam Veterans, Iraq Veterans, and every other Veteran Organization he could find on the internet.

Not one Veterans Group would help Disabled Veterans, needing P.T.S.D. Service Dogs, and were being banned from Florida's Beaches, and Parks, and not being allowed to shop at Walmart, Publix, or ALDI's, because they are disabled, and need a P.T.S.D. Service Dog.


The Southern Poverty Law Center Doesn't Help Disabled Combat Veterans

Billy Kidwell
contacted the Southern Poverty Law Center and although they seek donations on their website, claiming they help Veterans, they informed Kidwell that they wouldn't help because he "wasn't of color", and they are mainly an Organization to help Black People.

Despite the Southern Poverty Law Center fraudulently claiming to help Veterans to get donations they said they had no record of ever helping a light-skinned Disabled Veteran.


The Florida Attorney General Encourages Disability Discrimination Against Disabled Veterans

Billy Kidwell contacted the Florida Attorney General and was told the State of Florida doesn't enforce Disability Rights Laws for Veterans, that Kidwell should contact the U.S. Department of Justice, Civil Rights Division, ADA Section, or Disability Rights Florida, which is supposed to protect Disability Rights in Florida.

The Florida Attorney General not only refused to enforce the Americans with Disabilities Act, but she refused to enforce Florida's Disability Laws, F.S. 295.01, F.S. 825.102, and F.S. 413.08(4).


The Corrupt U.S. Department of Justice "Selectively" Refuses to Protect the ADA Rights of Disabled Veterans

Billy Kidwell contacted the U.S. Justice Department and for nearly a year, they refused to even answer any of Billy Kidwell's many Complaint letters.

After a year of complaining the U.S. Department of Justice answered one of Kidwell's many ADA Complaint Letters, and "claimed" that they didn't have the funds to protect the ADA Rights of Disabled Veterans.

Billy Kidwell researched and found that the Justice Department constantly has Unlimited Funds to protect the rights of blacks, and minorities, or to engage in Political Investigations for Democrats, but that the U.S. Department of Justice "Selectively" didn't have funds to protect the rights of Light-skinned People, or the rights of Disabled Veterans, and those that fought to protect this country. Billy Kidwell found that the U.S. Department of Justice was found to be engaging in Reverse Discrimination by the United States Commission on Civil Rights, and that the only thing the Justice Department hates more than "Light-Skinned Civil Rights Victims", is Disabled Veterans, and those that fight to defend this Country.


The Sleazy, Fake, Disability Rights Group, "DISABILITY RIGHTS FLORIDA", and its Abuse of Disabled Veterans

Disability Rights Florida Uses Veterans, and Disabled Veterans, to Get Donations, while Refusing to Protect the Rights of Veterans in Florida.

Disability Rights Florida is an extremely sleazy outfit that engages in FRAUD, claiming to help Disabled Veterans to get donations, while Disability Rights Florida refuses to help Disabled Veterans being denied their Disability Rights.

Billy Kidwell begged Disability Rights Florida to protect his Disability Rights, to take whatever actions were needed so Billy Kidwell could just sit on  a Beach in Florida, and go to a Public Park, maybe even shop at a Walmart.

Disability Rights Florida discriminated against Billy Kidwell, and treated him like dirt, refusing to help because they don't "Get a Federal Grant to help Disabled Veterans".

Disability Rights Florida sure gets plenty of donations to help Disabled Veterans with all their fraud.


WHY FLORIDA NEEDS HEARINGS BY THE FLORIDA SENATE ON HOW DISABLED VETERANS ARE ABUSED IN FLORIDA

These fake charities, like Disability Rights Florida, should be investigated, and PROSECUTED to the fullest extent of the law, for their Fraud.

Any any rate, NOBODY helps protect the rights of Disabled Veterans in Florida, which is WHY it is so very important that the Abuse, and Exploitation,  of Disabled Veterans by these so called "Charities" be discussed, investigated, and exposed, at hearings on the Rights Violations of Disabled Veterans before the Florida Senate.

And why it is so very important that the Florida Senate introduce adequate Criminal Laws to start protecting the rights of Florida's Disabled Veterans.
